How to do picture-in-picture in Premiere Pro
Short answer
Put the main video on V1 and the inset on V2. Select the inset, lower Motion > Scale in Effect Controls (about 30 to 40%), and drag it into a corner with Position.
In Premiere Pro
01
Stack the clips
Main video on V1, the inset clip on V2 above it.
02
Scale it down
Select the V2 clip and set Motion > Scale to about 30 to 40% in Effect Controls.
03
Position it
Set Position, or click Motion and drag the clip in the Program Monitor, keeping it inside the safe margins.
04
Add a border
Apply Drop Shadow, or use Crop with Edge Feather, to separate it from the background.
05
Animate it
Keyframe Position or Scale to slide or grow it on, or add a Cross Dissolve.

Do it in Eddie
Picture-in-picture layouts aren't a documented Eddie feature; build them in Premiere.
Eddie places b-roll over the speaker as full-frame overlays on upper tracks. In Premiere, scale an overlay down to make it an inset.
Back to Premiere
Open the edit, click Export and choose Premiere. You get a Premiere project (.prproj) or the older Premiere XML. In the desktop app, Send to Premiere Pro builds the edit inside Premiere through Eddie's panel, which the app installs for you.
If you imported the footage through the desktop app, the timeline points at your original camera files, so Premiere relinks to them. If you uploaded on the web or pulled from cloud storage, it points at Eddie's proxy media; relink to those, not to the camera originals.
